As per topic; other than SCG, which doesn't even have much variety.

Any sites that you know about that sell, say, C/UC foil sets (one of each) for latest expansions? Or is the best bet contacting someone who redeems on Magic Online and work something out with them?

I'd suggest ebay or one of the guys who posted about opening lots of boosters in the boosters thread.

And lots of stores on eBay.

The best time to buy foil sets is probably pre-order or immediately after release.
