Kaalia is out and attacks
I put out utvara tapped and attacking
Do I get the 6/6 dragon token immediately that turn?

No. The phrase "whenever ___ attacks" refers to declaring it as an attacker. If it's put on the battlefield attacking, it wasn't declared as an attacker and you don't get your dragon.
