If a card is nm/m looking but has a binder ding; what condition would you consider it as? Do binder dings extremely lower the value?

they lower it a bunch. I usually put then about 70% value or so. Usually most people just label the cards as their condition + binder ding so the buyer knows what they are getting, "ex+ with binder ding, nm with binder ding, etc."

What caquaa said. Damage like that gets its own description when the card is otherwise EX+.

If a card is like... VG or worse, then I don't really care if there's also something like a binder ding. I'd consider it built into the low condition grade already.

For the uninitiated, a binder ding is the dent left by the binder ring, right?
