What's the best way to ship the oversized cards like the 6x9 promos or oversized commander cards?

They have a higher chance of bending.

I'd get a very rigid fiberboard document mailer. most places that sell them have 9x12 that will fit them nicely.

If its expensive enough, just use a box.

If its cheap-ish, I'd say sandwich it between a few layers of cardboard and make sure its non-machineable and excessive use of the "do not bend" stamp., then cross your fingers.
