Is there a good program or website to inventory my magic collection (including forgien cards and specialtiy cards from sets like anthologies, Judge promos etc?) I understand I could use excel but that seems like it would be very cumbersome.

Hmm, (Web Developers wheels turning)
I presume your looking for something that allows you to specify the strange printings like the promos and such.

So - You would like to track things such as:
Card Name
Set
Foil y/n
Qty

in your collection
What else would you want?

Deckbox works pretty well. I use it as an alternate trading site and the sorting system is pretty nice. Check it out.

I've used Magic Suitcase for years, works well enough for my needs, and they have filters for language, foil/non, and the database includes promos, box sets, misprints, box toppers, Vanguard, you name it.

MTG Studio is what I have been using for a couple years. It costs money but there is an evaluation period. It's ridiculously comprehensive and the author continually updates it with features asked for by the users. Really a great program.

Magic Suitcase mainly lives in Yahoo Groups these days - http://games.groups.yahoo.com/group/magicsuitcase/

They do put out set updates, and RTR was posted on October 1.
